Ukraine Scheme Funding
The funding councils receive will vary depending on which Ukraine Scheme visa a person has been issued, and the level of support that is needed. It is important to note that councils do not receive tariff funding or thank you payments for Ukrainians arriving on the Ukraine Family Scheme or the Ukraine Extension Scheme. It is not yet known what funding, if any, may be associated with the Ukraine Permission Extension scheme.

Homes for Ukraine Funding

Tariff (per person):
Councils can claim funding of £5,900 for each new arrival from 1st January 2023, to support guests and their sponsors (in addition to the ‘thank you’ payment paid to sponsors).
(Previously, councils could claim a higher tariff rate of £10,500 to support Ukrainians who arrived before 1st January 2023).
For eligible minors, the tariff remains at £10,500 for arrivals on or after 1 January 2023 for the first year of their stay, and £6,100 for the second year.

Homes for Ukraine thank you payment (details on the ‘Funding for councils: Homes for Ukraine’ page, linked above)
The government provides funding for councils to provide thank you payments each month to each household sponsoring or hosting a Ukrainian guest.
A household will receive £350 per month if the Ukrainian guest has been in the UK for 12 months or less.
A household will receive £500 per month for months 13 to 36 if the guests on a three-year Homes for Ukraine visa, or up to 18 months for guests on the new 18-month Homes for Ukraine visa, which came into effect on 19 February 2024.
As of 1 October 2024, close family members of Homes for Ukraine visa holders will not be eligible to start claiming thank you payments. This applies to new arrivals and those who are already in the UK and move in with a close family member.
Homes for Ukraine Education funding (details on the ‘Funding for councils: Homes for Ukraine’ page, linked above)
The government provided funding to councils in 2022-23 from the Department for Education (DfE), but funding will not continue in the 2023-24 financial year.
The 22/23 funding was pro-rata, per pupil basis for 3 phases of education, and include support for children with special educational needs and disabilities (SEND):
Early years (ages 2 to 4): £3,000
Primary (ages 5 to 10): £6,580
Secondary (ages 11 to 18): £8,755
NOTE: funding that had not been spent in 2022-23 could be carried over to the 2023-24 financial year, but any unspent funding that remains by 31st March 2024 will be taken back by the government. More information can be found here: education and childcare funding,
Homes for Ukraine: Children travelling without parent or legal guardian (Eligible minors)
The tariff provided to councils for eligible minors is £10,500 for the first year and £6,100 for the second year.
Local Authority Housing Fund Round 1 (LAHF)
The first round of the Local Authority Housing Fund (LAHF) was announced in December 2022 and has been used to support local councils in England find housing for those who are struggling to secure settled accommodation on resettlement schemes.
£500 million of funding will be used by local councils to find accommodation for families that arrived in the UK via Ukrainian and Afghan resettlement and relocation schemes.

Homeless Prevention Grant Top Up Funding
Allocations of UK-wide allocation of £150 million homelessness prevention funding 2023 to 2024 – Funding was announced in June 2023 to help reduce the risk of homelessness and support Ukrainian guests move into their own home.
Allocations of UK-wide allocation of £120 million funding for Ukraine and Homelessness pressures 2024 – 2025 – Funding announced February 2024 to help councils address homelessness pressures and support Ukrainians into settled accommodation.
The Children and Young People's Resettlement Fund (CYPRF)
The Children and Young People’s Resettlement Fund aims to support the young people aged 21 and under, who have arrived in England via specific pathways from Ukraine, Hong Kong, and Afghanistan. Councils and Voluntary, Community, Faith and Social Enterprise organisations could bid for grants from £2.5 million of funding, across 2023-2024 and 2024-2025.

Year 3 funding
The government announced the following points in the Autumn Statement 2023.
Homes for Ukraine Thank You Payments
- Homes for Ukraine hosts will continue to receive £500 a month as a ‘thank you’ for their ongoing support for their Ukrainian guests for a third year of sponsorship.
Local Authority Housing Fund (LAHF) – Round 3
- £450m of funding will be available for councils to obtain better quality temporary accommodation for those at risk of homelessness, and provide safe and suitable housing for those on Afghan resettlement schemes.
Housing
- The government is increasing the Local Housing Allowance to cover the 30th percentile of local rents.
- £120m is being made available across the UK to help councils with homelessness pressures, supporting Ukrainian households into settled accommodation.
