Analysis of LA costs for UASC care leavers in the East Midlands – new report from East Midlands Councils

The report, authored by Matthew Clarke of the East Midlands Strategic Migration Partnership, collects Leaving Care cost data from the nine upper-tier local authorities within the East Midlands for the 2018-19 financial year.

Some of the key findings of the report:

  • The regional average annual cost to LAs for provision of Leaving Care services to former UASC is £16,602. The current average annual funding from the Home Office for former UASC care leavers is £6,117, leading to a funding shortfall of £10,485 per care leaver per year.
  • The total number of former UASC care leavers in the East Midlands at the start of 2019 was 496, corresponding to an annual shortfall for Leaving Care Services of £5.2 million.
  • By 2024, the shortfall is projected to increase to be between £10.96 million and £15.16 million.
